grows shrinks a CPL

Description

ATTENTION in contrast to CPLgrow, this function uses polyshape and polybuffer. Both functions change the order of the points within a cpl and also the orientation to always clock-wise (cw) !
1st contour is cw, next inter ccw then cw and so on.
