returns the facet list for a vertex list and a planar edge list in 3D

Description

similiar to DelaunayTri, but in combination with cartotobaryVL, it is usable for 3D Contours.

FL=FLofVLEL(PL,EL)

Input Parameter

PL: Vertex list
EL: Edge list

Output Parameter

FL: Facet list
