returns the sufficient number of digits for rounding to achieve minimal open boundaries
Description
This function VLcheckboundaryaccuracy tries to round the points of the vertexlist (to press on a grid) in such a way that there are as few free / open surface edges as possible. The older function VLcheckvertexaccuracy tries to guarantee the distance between vertices.
otab format: [rounding digits nr-of-edges nr-of-groups]
