returns wether a point is on a segment of a CVL or CPL

Description

MUST DISTINGUISH between open and closed lines
exists also as distanceVLtoVLEL 2018-MÄR-11 with tolerances

Syntax

[ci,tp]=VLisonCVL([CVL,PL,tol])

Input Parameter

CVL: CPL or CVL
PL: PL or VL
tol: if tol > 0; function distanceVLtoVLEL is used; default is 0; much faster with 0

Output Parameter

ci: index of PL
tp: matrix of PL and segment list of CVL
