checks wether a variable is stored in global workspace and listed in SGvar

Description

returns 1 if variable existst with the same value as paremeter 2
returns 0 if variable existst but with a different value
returns -1 if variable does not exist at all

Syntax

ri=dbcheck(vari,[val])

Input Parameter

vari: variable
val: optional value

Output Parameter

ri: true if variable is unchanged or not exisiting; false if different
